Adrian Black
Dr. Adrian Black's experience spanned over 30 years in the public and private sectors before retiring from law enforcement. It has fostered the breadth of knowledge he brings to the classroom as part of a whole-community approach to crisis and emergency planning. He is a former faculty member and chief of police at Loyola University Maryland, where he also chaired the threat assessment team. He brought together resources from the public and private sectors to conduct the first full-scale exercise in Baltimore for active shooter training with Baltimore City Police and campus police officers.
Dr. Black also served on the governor's Active Assailant Interdisciplinary Work Group and the county's Victim Services Advisory Board. His policies, plans, and training programs have been published at several universities and in numerous presentations at various venues.
Dr. Black is a retired state trooper and U.S. Army veteran. As former associate director of emergency management at Georgetown University, Dr. Black developed emergency plans, training programs, leadership tabletop exercises, and multi-agency full-scale exercises. He participated in regional and local exercises with military, law enforcement, and private organizations. He received recognition from the People's Republic of China for co-presenting emergency management principles.
His doctorate from Marymount University, involved research at several major U.S. institutions to study the persistence of college students toward degree completion following crisis. He has a master's in homeland security from George Washington University and a certificate from Northwestern University in senior police management. Dr. Black has held additional certifications as a survival tactics trainer and authorized police instructor.
Dr. Black is a member of the International Association of Emergency Managers, Fraternal Order of Police, State Police Lodge, and Florida Association of Police Chiefs.
